El Ejido Council in Almería has introduced new municipal ordinances relating to, amongst other things, prostitution, advertising leaflets and the drying of clothes.
Under the new ordinance, it is forbidden to offer, solicit, negotiate or accept sexual services on the streets of the town, offenders risking a fine starting at €300.
The fine for begging in the streets has been raised to €3,000 in cases where either minors or the disabled are being ‘used’ for the purpose of soliciting donations.
The offering of goods and services to people inside cars is now forbidden and includes windscreen cleaning. It is also now an offence to place advertising materials, such as leaflets, on the outside of vehicles with penalties ranging from €300 to €1,000.
Hanging out washing can also be an offence if the clothes can be seen from the road or any public space. This includes putting washing out on terraces, balconies or on clothes lines attached to the facade of the building.
The ‘disorderly’ stacking of furniture or belongings on terraces and balconies could also result in a fine of up to €300.
In the case of protest demonstrations, the rules for which are governed by the Junta de Andalucía, the Council will levy a bond of sufficient value as to cover any eventual damage to public property or municipal infrastructure. This is in addition to the compulsory insurance required by the organisers of protest demonstrations.
