Almost 21 million drivers, 81% of the total, have managed to avoid losing any points on their licenses since the system was introduced on July 1st 2006, and they will now be rewarded with an extra two points.
Under the law, license records are reviewed every three years and those who have not had any points deducted are entitled to two extra points.
In the same three year period, there are 1.8 million drivers who have been sanctioned, and lost points, on at least one occasion and 50,000 drivers have had their licenses withdrawn as a result of losing all of their points.
