Not unexpectedly, the ruling PP approved a motion to increase the time allotted for plenary sessions and to change the dynamics of discussions.
Council meetings rarely manage to cover all the items on the agenda, usually only covering about half a dozen of the twenty items listed. The spokesman for the PP, José Miguel García, hopes that by starting the meetings at 09:00 instead of 11:00, up to a dozen of the items can be covered and they can begin to catch up with matters.
The last thirty minutes of each session have been reserved for questions and answers.
In addition, the dynamics of the meetings have been altered slightly. Initial contributions to discussions will have a maximum duration of four minutes, one minute less than at present, and subsequent contributions will be reduced in duration from three minutes to two minutes.
All the opposition parties rejected these amendments, not that it made any difference. The PSOE presented alternative proposals, advocating a flexible approach with more time available for important issues such as the PGOU or the budget.
Naturally, this alternative proposal was rejected by the ruling PP.
