The Ministry of Education in Andalucía is set to take over the regulation of scholastic centres with regard to such things as uniforms and the permitted use or not of mobile phones, although the final decision will rest with the boards of the individual schools.
Schools can and do currently regulate these matters themselves through the school boards, made up of teachers, parents and students, but they have no legal standing at the moment. That will all change under the new proposals which are to be further discussed at a meeting in Málaga next week.
Another proposal is a sort of bill of rights for teachers, giving them some form of protection and legal backing for their decisions and actions.
Also on the agenda for the Málaga meeting will be such items as bullying, including via mobile phones or the internet.
