The floods in Jerez de la Frontera have caused damage to at least 2,000 homes and agricultural land is still under water.
People have been making their way to their homes, particularly in rural areas, by boat and they have been trying to salvage belongings or rescue livestock.
Five provincial roads in Jerez de la Frontera remain under two metres of water and eleven roads in total in Cádiz province are still impassable.
Although the water levels have dropped considerably in the area, fresh storms could cause further problems.
