For the foreseeable future at least, Torre del Mar will not become a separate municipality following a ruling by the European Court of Human Rights in Strasbourg.
The Independent Group made an application for independence from Vélez-Málaga in 2006, although the idea had been talked about for twenty years.
All legal avenues in Spain have now been explored and the decision of the ECHR is final, binding within the laws of Spain and cannot be appealed.
The only remaining possibility would be a political solution to independence. The socialist PSOE in Vélez-Málaga were against independence but agreed to abide by the decision of the court in Strasbourg.
