According to the International Narcotics Control Board, an independent UN body, the proportion of people who use cocaine regularly in Spain is 3.1% of the population aged 15 years to 64 years.
The 2010 report by the INCB puts Spain in first place regarding consumption of cocaine in Europe, with the UK in second place (2.4%) and Italy (2.2%) in third place. The average throughout the European Union is 1.2% of the population.
Although the proportion of addicts in Spain is higher, the UK has the highest number of users in absolute terms due to its larger population.
