The circus may have been in town for a few days but there have not been any shows yet due to problems with paperwork.
The Council apparently informed the circus of the documentation required and, based on the paperwork received, carried out a technical inspection of the facilities. A list of shortcomings was produced and these were mostly rectified by the circus owners.
However, a lack of documentation on the electrical wiring and the absence of a Project Management Certificate signed by a suitably qualified professional led the Council to issue an unfavourable report, basically on health and safety grounds.
According to the circus owners they have been putting on shows in villages, towns and cities of all sizes for a long time and this is the first time anyone has asked for this particular certificate.
Once the requisite documentation is forthcoming, the Council will issue the appropriate report to allow the show to begin.
