The Junta de Andalucia has apparently, for the first time, come to the realisation that the revitalisation of the construction industry is essential if unemployment in the region is to be reduced.
There were of course subtle indicators, easily missed, pointing towards such a conclusion, such as the fact that of the 1,000,000 or so unemployed in Andalucia, 600,000 relate to the construction industry.
Recent legislation, such as the POTAX and Coastal Decree, have both played their part in curbing new construction projects, but this could be about to change as the Junta de Andalucia finally begins to formulate plans to revitalise the economy.
The Ministry of Economy is working to set up a program of incentives for the development of sustainable construction, which will include proposals for a participatory working group involving those in the industry and representatives from the banking sector and other related fields. The working group must be formed in the first quarter of this year.
To be considered under this plan to revitalise the industry are such things as renovation of buildings and schemes to help reduce energy costs in homes.
It is to be hoped, however, that the old ‘build, build and build some more’ approach, regardless of the demand, is not repeated. There are sufficient empty buildings, even whole towns, and unfinished extravagances already in existence all over the country.
